Police spawn randomly, there's no trigger that causes them to spawn more often. As for avoiding tickets, keep an eye out for road signs. Alright I'll look into this, at the moment I have truck limiter off, car limit on, random events full, and in my 30-40 hours of playtime, I crashed less than 10 times, so control on speed isn't a problem.
That file has a line: "truck_speed_limit:" where you can set a top speed value you like, which I believe will be acted upon by the truck speed limiter. The file is in the ETS2 DEF file folder in your ETS2 main directory. Copy it to a folder in your desktop, download the SCS Extractor application and move it into the folder with the ETS2 DEF
